Based on a tele-conversation with a staff from HDB,
presently, there is no clear information on the effective date of the new revised scheme.
Hence, those who have recently submitted their OTP to HDB before the budget was annouced might NOT benefit from the revised scheme.
Those submitted in Dec 2008 and pending first appointment, will most likely NOT benefit from the revised scheme.

it's only a matter of the effective date. whether or not hdb will do like what the maternity package did the last time and backdate. can't please everyone... so better to not hope for so much. but i do think chances are that they might backdate the effective date.

to enjoy AHG, you have to be constantly employed for 2yrs. and that 2 yrs cant go above $4k,(now $5K.)
so fresh grad are not applicable. not many people can get one. cant cheat on this.

I think we should not be to envious of those lower income group. Most of us here are earning much more than this group of households. Given a choice, I don't think anybody wants to be at the bottom 20% earning less than $1500 per month. Afterall, Singapore is still a relative high living standard country. I do applause the government to help out this group of households and not leave them behind when everybody is progressing. Given the extra subsidy, this group of household would be able to own a 3 bedroom HDB flat. Yes, it may only be a 3 bedroom flat, but to be even able to own an asset is a lifetime dream for this group of households.

A household income of $1500 should still be able to purchase a 3 bedroom flat of $150,000 with government assistance. After paying $15,000 downpayment and $80,000 subsidy, they would be able to take a loan of $55,000 where the monthly repayment for 30 years is $221. At $1500 household income, their monthly ordinary account contribution of $345.36 should be sufficient to cover thier monthly repayment of $221.

yes, i agree with surfers.
the govt policy for everyone to own their own home is very good.
applause for the effort. with the price of property skyrocketing,
the AHG is indeed helpful for the lower income group to buy a new or resale HDB.

to be able to give is better then to receive.

          Yup, which is why HDB also caps the income ceiling for 3-room flat purchases to "protect" the lower-income group. There is nothing to be 'envious' of the lower-income. Everyone has their own lot in life. Be contented with what we have.
