Carpark exit at Blk 1E,

I am a resident at Blk 1D, i am a driver too. But i face this problem everyday too. I wonder if other drivers face this too. There is always a issue for me when i exit from the carpark. There is always a case of possible accident from car drive off from Blk 1E lobby and car exiting from carpark.

There is always been a issue of who has the right of way. When I 1st move in there was no such blind spot mirror. After a fe months then it was install. But this does not solve the problem, as driver driving off from Blk 1E lobby does not take note of car coming out from the carpark. Or shall i say there is a wall that is blocking the view or blind spot. By installing the mirror, it does not solve the problem.

My Issue...

1: Who has the right of way ?
2: Is there any way to solve the blind spot issue, where car driver off from lobby can take note on car exiting carpark and car exiting carpark can take note there is a car driving off from the lobby. I feel that the mirror is not solving the problem.
3: Anyone face the same problem ?
4: Anyway to resolve this issue ?
5: Whom can we attention this issue to ?
6: Anyone willing to discuss on how to resolve this issue by coming up with a solution ?
