Hi there! I am new private condo resident....hdb upgrader.
Just got a notice from the car park management, asking resident to pay $270 per month for parking of  2nd vehicle. Does iti sound ridiculous to you? I am writing to the managment on this, but not sure if they will reconsider. Anyone has any suggestion what else I can do? There isn't a residents' committee in this inew condo. How do I go about forming one if I want to? Please advise.... thank you

I supposed you are staying in a condo that has not completed CSC. You can nominate yourself into the management committee after the first AGM. Meanwhile, you can only pay what's stipulated by your condo management. You can raise it to your MC if they could ask for residents votes in lowering the carpark fee in the next AGM. You might not get much votes if it only benefits the minorities.

$270 a month for 2nd vehicle is reasonable for a private condo, if you consider that a mthly season parking for a mass market government subsidised HDB flat (Pinnacle @ Duxton) already costs $180.

Oh so expensive....my condo management only asked for $30 for 2nd vehicle....

either ur condo is in a prime area, or they're over-charging... normally the MC would use the season parking at nearby estates as a guage

Usually the developer's doing for a start until residential MC takes over.
Purpose to establish funds at the beginning besides monthly maintenance fees.
Once residential MC is formed, and after the state of affairs are clearer, the owners decide on the various fees through AGM.
In some, even the maintenance fees were lowered.

Surfers, thanks for highlighting about the forming of residents' committee. You are right, the condo is new and has not completed CSC ( I just found out) but what does CSC stand for?
It is unfortunately in Jurong, not in prime area. I do think $270 is too high. $30 is reasonable, even though I know that most condos don't charge for 2nd vehicle. Always thought parking is factored in the maintenance fees and the management is obligated to provide sufficient parking for its residents. In this case, the management and carpark management are two different entities.... It is a mixed development. If they would factor in the opportunity costs due to residents taking up the lots that would otherwise be used by the shoppers, is $270 high. I still think it is. In fact, our visitors have to pay for hourly parking if they were to visit the condo, so it is generating income for them too... They also allocated parking lots half the no. of units in the condo in the first place. I think residents are at the mercy of the management... and where else can I park if I don't agree to this amount determined by them?

It could be the number of carpark at yr place is limited hence it give the priority to residents who needs a lot for their 1st car. :)

but $270 is quite a sum to pay... u mean 2nd car in centris is paying that amount... goshhhh.. how abt buying a HDB season parking? can save quite alot in long run... :)

bambi: CSC - Certificate of Statutory Completion. Since your condominium is a mixed development, this probably explains why your carpark fee is much higher than most condominiums. You are paying the same season parking rate as the mixed development tenant employees. In Centris case, the carpark management has the mandate to generate income from the remaining carpark lots given up the other residents. IMHO, even after CSC, it would be really difficult to influence the other residents to lower the initial carpark fee setup by the developer's MC as this directly affects the rebates back to the residents.

Pratat: Good to hear from you. Guess this is part and parcel of staying in a mixed development.

Hi Pratat, nice to know you. Yes, I am in Centris. So glad to find someone who is in similar situation. According to management office, there are 50 units applying for 2nd car parking lot. We are just 2 of them.... Oh yes, I have written to both the carpark management guy, Kelvin Goh, Ops Mgr, and the Condo manager Philip Seah. I hope you can also write to them. You can send email to them at centris@singnet.com.sg. Pls write to them, perhaps they will listen if there are more people showing disapproval.

Pratat, I really think it is not fair to charge us $270. First of all, there are 610 units in Centris, and they only allocate 310 lots for us, in B1A. Then, we will have to use the B1/B2 lots which could otherwise be used by the shoppers. Would I be wrong to say that it is their obligation to allocate 610 lots for residents?? secondly, if there are only 50 applications for 2nd car, then it couldn't take up too many of their lots intended for the shoppers isn't it... , in addition, our visitors have to park at Jurong Point, and help them generate income from parking!! tell me if I'm making sense. I question them how many cars really take up the B1/B2 parking during the peak hours... or do cars only use them after 10pm? by the way, have you ever parked in B1/B2? I do not know if the barrier will open if the carpark is full. My sis in law is working in Suntec and I understand from her that her monthly season parking is $240.. still cheaper than Centris... and Suntec is in prime district.
I have a friend also staying in Centris, but does not own a car. They did not hear any news about the rebate which developer had earlier promised.... I don't think they are going to give them rebate afterall.

I understand that we are not allowed to buy season parking in HDB if we do not have address in HDB....

Bambi: I believe residents are still allocated with 1 carpark lot each, just that only 50% of the lots are located in the private carpark level accessibile only by the residents. Centris has a unique carpark rebate system unlike other mixed condominiums where monthly maintenance fee excludes carpark fee and residents need to pay for lower commercial season parking fee if they need a carpark lot from the separate carpark management. I guess you guys can suggest a different carpark scheme in the next AGM.

Just curious, your tenants refer to the ones taking the lease or including employees working at the shop. Is there any restrictions in time or day use for this $180 season parking? I know some mall season carpark have cheaper pricing for 7am to 7pm weekday usage for the office workers.

Well, your carpark is under a separate carpark management. I don't think there's really anything you can do except bringing it up to the MC during the next AGM to reduce carpark fee but your fellow residents would have to agree to it. My take still stands earlier as it really depends if majority of your neighbors agree to something not really beneficial to their interest as they do receive rebates from the profit generated from carpark revenue if they have given up their carpark lots.

pratat, how r u, man? had been quite a long time since u last came... ask the rest of the guys to come back leh, Centris in MHT machiam ghost town like dat LOL

since it's Centris, $270 is not too much lah, coz I'll get more dividends mah hehe joking ok...
allow me to put in my 2 cents of analysis... 1st of all, I think PrimePoint owns the rest of the car park (excluding the 610 bays reserved for the residents)... most probably, PrimePoint reckoned they would be able to get $270 per month per bay from the shoppers, thus setting the rate at $270... make sense? so even if this matter is brought up during the AGM, there's nothing much the management can do coz ultimately Centris doesn't own the car parks, PrimePoint does
